Some changes made to the unit rosters for some factions.Fixed misspelling on the Railroad Heavy's name.Changed the quest requirement to unlock the BoS from MQ106 to BoS201 at rylasasin's suggestion.All units now scale in level with the player.Added Debug Options that can be accessed in cheat-mode.Air Strikes were removed, instead the rocket vertibirds are now included in regular Vertibird Patrols, which have been renamed back to Close Air Support (CAS).Units are once again interacted with through a pop-up button and the dialogue tree from 3.0 was removed.Added a Command Point cost system for balancing.This replaces the broken 3.0 unit leveling system. Added a Veterancy Rating unit progression system with Perks and faction ranks.
